This guide is written from Agency for Integrated Care (AIC) and Ministry of Health pages read on 14 October 2026. AIC is the Singapore agency that runs these subsidies.
Which scheme fits
| Situation | Scheme | Run by |
|---|---|---|
| Aged 60+, buying a concentrator | Seniors’ Mobility and Enabling Fund (SMF) | AIC |
| Person with disabilities who first used ATF before 60 | Assistive Technology Fund (ATF) | SG Enable |
| Serious illness, prognosis under a year, needs a concentrator at home now | Equipment Rental Scheme (ERS) | AIC, through the care team |
MOH’s announcement of changes from 14 February 2022 explains the split. People who tapped the ATF before 60 stay on the ATF for life, and the ATF can now pay for items once covered only by the SMF, naming oxygen concentrators, suction pumps and spectacles. Everyone else is supported by the SMF from age 60.
Seniors’ Mobility and Enabling Fund
From AIC’s SMF page:
Who qualifies
- Singapore Citizen or Permanent Resident, aged 60 or older.
- Not living in a nursing home or sheltered home.
- Household monthly income per person of $4,800 or less. If the household has no income, the home’s annual value must be under $21,000. AIC says 2026 subsidies use 2025 annual values.
What it pays
- Up to 90% of the device cost, or the device’s subsidy cap, whichever is lower.
- Your exact share depends on means testing, so there is always a co-payment.
- Worn-out devices can be replaced once a set “blackout period” has passed.
How to apply
- Ask your doctor for a prescription. AIC’s SMF page also links a Certification of Medical Need form for the doctor to fill in. Singapore retailers such as Bion also say a concentrator needs a doctor’s prescription.
- Apply online with Singpass. Without Singpass, use AIC’s alternative online form, or email subsidies.application@aic.sg or visit an AIC Link for a paper form. AIC warns paper forms take longer.
- AIC may ask for a further assessment, at a centre or at home. The assessment fee is $10 to $180 depending on your subsidy tier.
- Wait for the letter. AIC takes up to 15 working days once the application is complete.
- Only then buy the device. AIC will not reimburse a purchase made before approval.
AIC also runs a separate SMF stream for home healthcare items such as nasal tubing, catheters and milk feeds.
Equipment Rental Scheme
From AIC’s ERS page:
- For patients with a serious illness and a prognosis of less than a year, cared for at home.
- An oxygen concentrator is on the list of rental equipment, with weekly rental fees.
- ERS pays up to 80% of the rental cost, means-tested.
- The care team applies and orders from AIC’s approved suppliers. AIC lists supplier helplines as open 24/7 for oxygen, compared with 9am to 9pm for other equipment.
ERS suits short, urgent needs: it avoids buying a machine that may only be used for weeks.
What a concentrator costs before subsidy
Singapore retail prices read on 14 October 2026:
| Model | Flow | Price |
|---|---|---|
| Yuwell 8F-5A | 0.5 to 5 L/min | S$699 (Bion) |
| Yuwell 7F-5 | up to 5 L/min | S$1,635 (Fu Kang Healthcare) |
| Yuwell 7F-10 | 1 to 10 L/min | S$2,398 (Fu Kang Healthcare) |
A 90% subsidy is capped per device, so on a pricier model your share may be more than 10%. Ask AIC for the cap before you choose. More on models in Home oxygen concentrators in Singapore.
